Cabinet Secretary Hon. Duale Cracks Down on Health Sector Fraud, 40 Facilities Suspended.

NAIROBI — August 8th, 2025

Health Cabinet Secretary Aden Duale has issued a stern warning to dishonest health facilities, announcing the suspension of 40 facilities across the country for engaging in fraudulent practices that threaten the integrity and sustainability of Kenya’s Social Health Authority (SHA) system today at Afya House in Nairobi.

Speaking during a briefing Hon.Duale reaffirmed that all health facilities must provide services with dignity and in a genuine manner to uphold the country’s universal health coverage goals. He said the SHA had commenced regular checks to safeguard the system from abuse, protect taxpayer funds, and eliminate all forms of fraud.

“This government is committed to building a solid social health scheme that works for citizens. Any health care provider who defrauds SHA will be held accountable. It is a criminal act,” said Hon Duale.

The CS additionally revealed that investigations had uncovered alarming malpractice, including inflation of medical claims to draw more funds from the collective pool meant for all Kenyans, Falsifying patient records, Converting outpatients to inpatients, multiple billing and “ghost patients."

“These actions are criminal and dishonest. They threaten the SHA’s ability to pay for genuine health bills,” Hon. Duale said, adding that suspended facilities will no longer receive health sector support and will be required to refund the funds they fraudulently claimed.

The crackdown affects some facilities in Homa Bay, Nairobi, Kilifi, Mandera, Kajiado, Kakamega, and Vihiga counties. SHA has also withdrawn the practising rights of implicated doctors and notified regulators to take immediate disciplinary action.

“Comply and make the corrective actions issued by regulators before seeking to have your suspension lifted. You are wasting your time coming to my office if you haven’t corrected the fraud,” the CS warned.

He further urged Kenyans to exercise caution and protect their SHA details from being misused by unscrupulous health providers.

“The moment you try to make money illegally from SHA, we will know from our dashboards and come to your doorstep,” he cautioned.

The CS encouraged the public to report any suspected fraud cases by calling 147 or contacting the SHA office directly.

“All primary health care is fully paid for by the government. All you need to do is register with SHA,” he said.
